Winter Indoor League Rules

Officials and Scorekeepers Fees are $40 per Game
Last Updated 1/14/07

Default: The rules for the winter indoor league are the same as the outdoor league except for the exceptions below.

Teams: Number of players rules are the same as B & C divisions outdoors. This means the game is eight on eight. A short-handed team may play seven versus eight. Home team supplies clock operator. If one team has no substitutes, the other team must run the clock and wins the toss. Injured reserve players must be visible to an official.

Clock: Game is 50 minutes long with a running clock, stopping only for time-outs, the two-minute warning and injuries. There is no halftime. Play clock is 25 seconds. The clock starts on the snap after time-outs and the two-minute warning. The clock stops on all penalties (whether the penalty is accepted or not) with under two-minutes in the game and starts on the ready whistle. There is no mercy rule.

Time-Outs: Each team has two time-outs of one minute in length.

Jerseys: Jerseys are required for the first game. Players may swap jersies. If they don't have enough or won't swap, then the penalty for violation at the first game is loss of coin toss and a 15 yard penalty. After the first game, the penalty is a forfeit loss, unless the other team agrees to play. The officials will enforce this rule even if the opposing team doesn't request it. If a team is expecting to follow the jersey rule, and a player plays a play without the proper jersey, a personal foul will be enforced. If two teams have the same color jersey, the following tie-breaker is used to determine which team is allowed to keep their jerseys 1) sponsors name on the jersey, 2) better record, and 3) winner of a coin flip.

Offense and Defense: Stiff-arm is not legal. Line rules are B division. The offense must have a receiver on the line of scrimmage on both sides of the center, and a man in motion is considered "not on the line of scrimmage" while in motion, according to A Division rules.

Special Teams: Instead of kickoffs and punts the ball is taken on the three yard-line. Field goals and kicked extra points are permitted according to B/C division rules. However, no returns are permitted as in the B and C divisions.

Placement After Missed Field Goal: If the line of scrimmage of a missed field goal was inside the defense’s three yard-line, the ball comes out to the three yard-line. If the line of scrimmage of a missed field goal was outside the defense’s five yard-line, the ball is spotted on the line of scrimmage of the missed field goal. On a field goal where the ball isn’t kicked on fourth down, the ball is spotted as if the kick was missed. If the ball wasn’t kicked, and it wasn’t fourth down, the ball is spotted as if the play wasn’t a field goal – spotted at the point of fumble or flag pull. A kicking block counts as the ground.

Field: The field size is officially 36 (wide) x 63 (back of end zone to back of end zone) yards. There is a fixed first down at midfield. The walls (boards) and the ceiling are always out of bounds. Sidelines are marked since the field is not bounded by walls.

Penalties: Penalty yardage is one-half of the outdoor (rounded up to the nearest yard). Fighting and abuse of officials results in an automatic ejection for the season. Ejected players must leave the arena.
